Attitude of State Towards Third Sector in India

 Prof .J.S. Sadananda’s studyi is about the relationship between the Third Sector and State. Accepting that there is a vast diversity of voluntary organisations and the complexity of the nature of state in a country of the size of India , the author focuses on the specific type of relationship that exists between the NGOs (Third Sector) and departments of the government (State) in Karnataka state. Here the region selected for empirical study is Shimoga district in Karnataka and the government department selected is Zilla Panchayat, an apex body in the Panchayathi Raj (PR) system in India . The Third Sector is represented by NGOs whereas State is represented by Panchayathi Raj Institution and the  Zilla Panchayat (ZP).

 Prof. Sadananda analyses the relationship between the NGOs and ZP. He then discusses the perception of the NGOs regarding ZP and vice versa. Further, the hurdles in the relationship between the government and NGOs in Shimoga district are examined. The report then provides ways of promoting, nurturing and sustaining relationship between NGOs and PR.  In the end the report prescribes certain roles for NGOs and government in the present context.
